Integration of blockchain in e-government system: systematic literature review with bibliometric visualization

Abstract

Government systems in different countries have experienced a vital evolution, particularly in public service delivery. Blockchain introduced innovation in the e-government system by emphasizing the transparency of transactions, immutability, and identity management. This study uses a systematic literature review and bibliometric analysis to address the benefits and challenges of adopting blockchain in e-government systems. The results encourage government officials and citizens to adopt blockchain for accomplishing government activities. A total of 219 scholarly research papers from the major research databases, i.e., Scopus, IEEE Xplore, and ACM were scrutinized to be selected into 18 relevant publications for full-text reporting using PRISMA flowchart. Bibliographic data were accumulated and investigated accordingly to construct network visualization using VOSviewer 1.6.19. Blockchain provides two-fold benefits to the e-government system i.e., benefits to citizens and benefits to government bodies. Blockchain engages citizens in the service delivery process, ensures trust, enables access to government facilities easily, and maintains Self-Sovereign Identity and secure data. Blockchain ensures transparency and accountability among the agencies and ministries of government and facilitates cross-border activities. Having enormous benefits, governments face technological, organizational, and environmental challenges in using blockchain in the public sector. Government bodies should adopt blockchain to reap the benefits and address the challenges of implementing blockchain.

Dr. Rabeya Sultana is a Professor at the Department of MIS in the Faculty of Business Studies at Dhaka University, Bangladesh. She obtained her PhD in information systems from the School of Business at Yonsei University, South Korea and MS degree in Strategic IT Management from Stockholm University, Sweden. Earlier, she obtained her MBA with major in MIS from Dhaka University, Bangladesh. With a multidisciplinary background, Dr. Rabeya has research interests in various areas of MIS, including e-government, e-commerce, digital health and strategic IT management with a special focus on the application of ICT for maximizing welfare in developing countries. She was also a Visiting Post-doctoral Fellow at the WHO Collaborating Centre on eHealth, University of New South Wales (UNSW), Sydney, Australia.
